As mentioned in our annual report 2018, in August 2018 Monique met the Tanzanian Member of Parliament (MP) Hon. Hongoli while she was in Tanzania. They talked together about our project 'Watoto kwanza'. And this meeting now has led to a next step forward!

On May 8th Hon. Joram Hongoli addressed the rights of children to grow and be cared for in families, not in orphanages to the Parliament of Tanzania.

On April 16th Hon. Hongoli replied to one of Monique’s messages, that he was still advocating on ‘Watoto Kwanza’ and that he wants to address this in the Parliament in the first week of May 2019. He requested to be in the list of those who will contribute during the Ministry of health and social welfare budgetary discussion. He asked Monique to send him information of researchers who advocated on this and some pioneers countries, to be his supporting evidence. Monique told him that she would send him a briefing paper

Pamoja Tunaweza
‘Pamoja tunaweza’ means 'together we can'. Together we can prevent children from entering orphanages and to bring the ones living in the orphanages back to families. Therefore we have to let go of the ego’s and logo’s.

So after getting this great news, Monique contacted her network and as a result she had a great, fruitful Skype meeting with Dr. Delia Pop from Hope and Homes for Children. This connection was made during a Masterclass in the UK which Monique attended. Monique also contacted Njeri Omesa from CCR (Community for Childrens Rights), based in Arusha, Tanzania. As mentioned in our annual report 2018 Monique had a meeting with Njeri in 2018. Monique made a draft of the briefing document for Hon. Hongoli and send it to Njeri. Together they finalized it. One of the directors of CCR, Edmond Lyatuu, also got involved and he contacted Hon. Hongoli.

Hon. Hongoli was very pleased with the briefing and on May 8th he addressed the rights of children to grow and be cared for in families, not in orphanages, to the Parliament of Tanzania. And with success.

The Minister of Health, Community Development, Gender, Elderly and Children, Hon. Ummy Mwalimu, gave a very promising comment during her speech winding up.

Next step(s)
After the meeting in the Parliament, Hon Hongoli informed Monique and stated that we have to keep moving educating Tanzanian society on the negative impact of orphanage centers to the future of our children.

Monique informed our partners CCR and Hope and Homes and she had a Zoom meeting with Njeri Omesa and Edmond Lyatuu from CCR and Delia Pop from Hope and Homes for Children. Together they discussed about the steps to take to ensure that children grow up in families, not in an orphanages.

History - How Monique met Hon. Hongoli and his background
Monique met Hon. Hongoli in August 2018 in Njombe while waiting for a public transport. He gave her a lift and while driving he ask Monique what she was doing in Tanzania. He was very pleased to hear that she was raising awareness of the rights of children to grow up in a family, raising awareness on the negative effects of institutions like orphanages in children and was advocating for preventing children entering orphanages by strengthening Family Based Care. Moreover he was thrilled because it was also his vision for a long time.

As a former headmaster of a secondary school he experienced the effects of boarding schools on kids. Already then he saw that things needed to be changed. As a Member of Parliament he witnessed situations with teenage boys who got recruited for doing bad/criminal things. And he discovered that these boys had a week family/community safety net. Most of them grew up in orphanages. So has experienced the effect of institutions on children and the problem it causes when they grow older. He always had the idea to change this but somehow his idea faded due to circumstances. And then he met Monique and was exited to work again on this long hidden wish to make a change.

Monique told him about the presentation she gave during two Child Protection Meetings in Njombe Region and he wanted to see it. He came to Monique’s house the next day, a Saturday. And then knowing that his son was hospitalised that night. But he did not cancel the appointment. That committed he was to hear the story.

Monique showed him the presentation and they talked over 1,5 hours. Because this was also his vision, he stated that he wants to commit himself to address to the parliament and communities.

Soon after this meeting with Hongoli Monique had to leave the country but they stayed in touch. Monique kept informing him about current events on deinstitutionalization (DI) in surrounding countries and worldwide. In the meantime he was scanning his fellow MPs on the subject.

And this all led to this big step forward: the right if children to grow up in a family and not in an orphanage was discussed in the parliament.

Zoals vermeld in ons jaarverslag 2018, ontmoette Monique het Tanzaniaanse parlementslid (MP) Hon. Hongoli in augustus 2018 toen ze in Tanzania was. Deze ontmoeting heeft nu geleid tot een fantastisch vervolg met hoop voor de toekomst.

Op 8 mei jl. heeft Hon. Joram Hongoli ‘het recht van kinderen om te groeien in een gezin en niet in een weeshuis’, namelijk aangekaart binnen het Tanzaniaanse parlement.

Wat ging hieraan vooraf
Op 16 april jl. kreeg Monique een reactie van Hon. Hongoli op een van haar berichten. Hij gaf toen aan dat hij nog steeds pleitte voor het project 'Watoto Kwanza' en dat hij dit in de eerste week van mei 2019 in het parlement wil behandelen. Hij had gevraagd op de deelnemerslijst te worden gezet tijdens de begrotingsdiscussie van het ministerie van volksgezondheid en sociale zaken en vroeg Monique om meer informatie m.b.t. onderzoekers en enkele pionierslanden, als ondersteunend bewijs voor zijn pleidooi.

Pamoja tunaweza
'Pamoja tunaweza' betekent 'samen kunnen we het'. Samen kunnen we voorkomen dat kinderen in weeshuizen, hoe goed ze ook zijn, worden ondergebracht en kunnen we de kinderen die nog in weeshuizen wonen weer herenigen met hun gezin/familie/gemeenschap. Daarvoor moeten we ego's en logo’s loslaten.

Monique deelde deze ontwikkeling met haar netwerk en daarop volgde een interessante Skype-sessie met Dr. Delia Pop van Hope and Homes for Children. Zij ontmoetten elkaar tijdens een Masterclass in het Verenigd Koninkrijk. Verder was er contact met Njeri Omesa van CCR (Community for Childrens Rights), gevestigd in Arusha, Tanzania. Monique maakte een concept van het briefing document voor Hon. Hongoli en stuurde het naar Njeri en samen hebben ze het afgerond. De directeur van CCR, Edmond Lyatuu, nam contact op met Hon. Hongoli.

Hon. Hongoli was zeer tevreden met de briefing en op 8 mei sprak hij in het Parlement van Tanzania over de rechten van kinderen om te groeien in gezinnen, niet in weeshuizen. En met succes.

De minister van Volksgezondheid, Gemeenschapsontwikkeling, Gender, Ouderen en Kinderen, Hon. Ummy Mwalimu, deed een veelbelovende uitspraak tijdens het einde van haar toespraak.

Vorvolgstap(pen)
Na deze bijeenkomst in het parlement informeerde Hon Hongoli Monique over de uitkomst. Hij gaf aan dat we door moeten blijven gaan met het informeren van de Tanzaniaanse samenleving over de negatieve gevolgen van weeshuizen op de ontwikkeling en dus toekomst van kinderen.

Monique informeerde op haar beurt,onze partners CCR en Hope and Homes for Children. Dit resulteerde in een online-overleg met Njeri Omesa en Edmond Lyatuu en Delia Pop. Samen bespreken we nu de vervolgstappen die nodig zijn om ons doel te bereiken.

Historie - Hoe Monique Hon. Hongoli ontmoette en zijn achtergrond

Monique ontmoette Hon. Hongoli in augustus 2018 in Njombe toen ze langs de weg op een bus aan het wachten was. Hij gaf haar een lift en vroeg Monique wat ze in Tanzania deed. Hij was zeer verheugd te horen dat ze actief was op het onder de aandacht brengen van het recht van kinderen om op te groeien in een gezin, dat ze de negatieve effecten van instellingen zoals weeshuizen bij kinderen onder de aandacht brengt en dat ze pleit voor preventie door het versterken van Family Based Care. Hij was vooral enthousiast omdat dit al jaren ook zijn visie is.

Als voormalig schoolhoofd van een middelbare school ervoer hij de effecten van internaten op kinderen. Toen al zag hij dat dingen moesten worden veranderd. Als parlementslid zag hij situaties waarin tienerjongens werden gerekruteerd voor criminele activiteiten. En hij ontdekte dat deze jongens in de meeste gevallen een slecht vangnet hadden vanuit de familie en gemeenschap. De meesten van hen zijn opgegroeid in weeshuizen

Hij had altijd het plan om hier een verandering in aan te brengen, maar door omstandigheden is het er nog niet van gekomen. Na de ontmoeting met Monique was hij s enthousiast om weer aan deze lang verborgen wens te werken.

Monique vertelde hem over de presentatie die ze had gegeven tijdens twee Child Protection Meetings in Njombe Region. Hij wilde graag haar presentatie zien. Hij kwam de volgende dag, wetende dat zijn zoon die nacht in het ziekenhuis was opgenomen. Toch heeft hij de afspraak niet geannuleerd. Hij was vastbesloten de presentatie te zien en het verhaal te horen.

Monique toonde hem de presentatie en ze praatten meer dan 1,5 uur. Omdat dit ook zijn visie was voor een lange tijd, verklaarde hij dat hij zich hieraan wilde committeren en dit binnen het parlement en de gemeenschappen aan de orde te brengen.

Monique bleef, ook na terugkeer naar Nederland contact houden en hem informeren over actuele gebeurtenissen met betrekking tot deinstitutionalisatie in de ons omringende landen en wereldwijd. Ondertussen was Hon. Hongoli bezig om bij zijn collega's te polsen hoe zij tegen het onderwerp aankeken.

Dit alles leidde tot deze grote stap voorwaarts: het recht van kinderen om in een gezin op te groeien en niet in een weeshuis werd in het parlement van Tanzania besproken.
