62 Nederlandse stichtingen pleiten voor alternatief weeshuizen

Kinderen hebben het recht om in een gezin op te groeien, niet in een weeshuis. Om dat in Nederland onder de aandacht te brengen is onze voorzitter Monique Derrez een beweging gestart: de Dutch NGO pledge #EveryChildAFamily. Wat begon als een klein initiatief vanuit drie Nederlandse particuliere ontwikkelingsorganisaties eind 2019, is inmiddels uitgegroeid tot een beweging waaraan al 62 Nederlandse stichtingen deelnemen. 

Doel
De basis voor het recht van een kind om in een gezin op te groeien, is verankerd in het VN Verdrag inzake de Rechten van het Kind, het VN Verdrag inzake de Rechten van Personen met een Handicap en de VN Richtlijnen voor alternatieve zorg voor kinderen.

Onderzoek toont aan dat wereldwijd meer dan 80 procent van de kinderen in een instituut (weeshuis) minimaal nog één levende ouder heeft en/of andere familieleden. Deze zouden in beginsel voor het kind kunnen zorgen, als ze de juiste ondersteuning krijgen. Daarnaast toont ruim 60 jaar onderzoek aan dat opgroeien in een weeshuis schadelijk is voor de cognitieve, emotionele en sociale ontwikkeling. Kinderen ontwikkelen zich het best in een veilige gezinsomgeving.

Daarom roepen de ondertekenaars ook andere ngo’s, bedrijven, kerken en scholen op zich ook in te zetten om dit belangrijke recht van kinderen te promoten. Bijvoorbeeld door met collega organisaties in gesprek te gaan over goede zorg voor kinderen zonder thuis. Kinderen verdienen een gezin, geen weeshuis.

Pledge ‘Stop Weeshuisstages’
De pledge #EveryChildAFamily is in navolging van de pledge #StopWeeshuisstages die Fontys Hogeschool Pedagogiek ondertekende in 2018. Hiermee gaf de hogeschool aan geen studenten meer stage te laten lopen in weeshuizen. De hechtingsproblematiek waar veel kinderen in weeshuizen mee kampen door wisselende opvoeders, wordt versterkt door het komen en gaan van stagiaires. En dus staat Fontys Hogeschool Pedagogiek niet meer toe dat stagiaires naar weeshuizen vertrekken.

Initiatiefnemers
Toen Monique het idee kreeg een pledge voor stichtingen op te zetten heeft ze de haalbaarheid getoetst bij twee andere stichtingen: Friendship Foundation (Sri Lanka) en Stahili Foundation (Kenia) en bij het Better Care Network Netherlands (BCNN). Allen waren enthousiast en gezamenlijk zijn ze verder aan de slag gegaan. Samen hebben ze het logo ontworpen en de pledge tekst opgesteld waarna actief andere stichtingen werden benaderd.

Children have the right to grow up in a family, not in an orphanage. With this in mind, 62 Dutch NGOs signed the Dutch NGO pledge #EveryChildAFamily. The pledge was formally launced on 28 September 2019 in Nijkerk, the Netherlands, during the Wilde Ganzen-Partindag, the annual meeting day for organisations in The Netherlands who are active in the field of development cooperation. Our chairman Monique Derrez was the initiator of this pledge.

Purpose of the Pledge
The basis for a child's right to grow up in a family is enshrined in the UN Convention on the Rights of the Child, the UN Convention on the Rights of Persons with Disabilities and the UN Guidelines on Alternative Care for Children.

Research shows that more than 80 percent of children worldwide who live in residential care institutions such as orphanages have at least one living parent and/or other family members. With the right support, close relatives and family members could in principle take care of a child who would otherwise grow up in an institution. In addition, over 60 years of research show that growing up in an orphanage is harmful to children’s cognitive, emotional and social development. Children develop best in safe family environments.

The signatories of this pledge call on other NGOs, companies, churches and schools to promote the rights of children by, for example, talking to fellow organizations about the advantages of family-based care. Children deserve families, not orphanages.

The #Stopweeshuisstages pledge
The pledge #EveryChildAFamily follows on from the pledge #StopWeeshuisstages (‘Stop orphanage internships’) that was signed by Fontys Pedagogical University, Tilburg, in 2018. With this commitment, the university pledged that students would no longer undertake internships in orphanages. The attachment problems that many children in orphanages experience due to changing caregivers are exacerbated by the coming and going of trainees. As a result, Fontys University no longer allows its trainees to go to orphanages.

Initiators
When Monique got the idea of this pledge, first she tested the feasibility with two other foundations: Friendship Foundation (Sri Lanka) and Stahili Foundation (Kenya) and with Better Care Network Netherlands (BCNN). All were enthusiastic and together they moved forward. Together they designed the logo and prepared the pledge text. After that they actively approached other Dutch NGOs.

Better Care Network Netherlands (BCNN)
Better Care Network Netherlands is a network of organizations and individuals who are actively involved with children without parental care. Through cooperation, they want to improve the assistance to children abroad without adequate parental care.
